    In close coordination with PM&E section of CO, the Planning, Monitoring and Evaluation Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in developing of annual work plans, specially the contribution plan of the field office, information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for sub-national data collection, monitoring, and research capacity building with special attention to the interest, concern and participation of primary stakeholders.

    Summary Of Key Functions/accountabilities:

  • Quality assurance of Programme Planning Process.
  • Timely monitoring and measurement of changes in conditions due to programme or policies in the local level is conducted with the participation of relevant partners and are provided to the Country Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made.
  • Country Office Performance are systematically monitored and data for key indicators of the Annual Work Plan and management reports are collected, analyzed and made available to management and the Country Management Team.
  • The planning, monitoring and evaluation capacities of Field Office staff and local partners are strengthened, enabling them to increasingly engage in and contribute to monitoring and evaluation processes.
  • Key Accountabilities And Duties & Tasks:

    Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

    Quality assurance of Programme Planning Process:

  • Under the coordination of PM&E team of the CO, provide technical support to ensure that the Field Office accomplishes the standards of quality in the programming process with local partners aligned with expected results established in annual contribution work plans.
  • Contribute to the developing of the FO Contribution Plan aligned with the key results, products and interventions of the program structure and AWP.
  • Contribute, as necessary, to the process of developing and monitoring Annual Work Plans.
  • Contribute, as necessary, in organizing and managing annual/mid-year/mid-term/end-term country programme reviews, with especial focus on contribution plan of FO, ensuring consistency with objectives and goals set out in the CPD and in the AWP.
  • Contribute with promoting of community participation in work planning, program monitoring, and program adjustments as necessary.
  • Situation Monitoring and Assessment:

  • Provide technical support to ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the local level, including contributing to monitoring of socio-economic trends and the local's wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies in the prioritized territories.
  • Produce, compile and consolidate specific information on the situation of children and adolescents, evidence and other strategic inputs at local level to share with programme heads to inform key decisions regarding the prioritization of vulnerable populations and geographic areas of intervention, and for proposals, reports and other communication instruments in support of resource mobilization efforts.
  • Support to the CO PM&E team for the management of available and periodic baseline information on local official statistics and key indicators through established databases for easy access and use. Prepare local level statistical reports on the status of children's and women's human rights issues, and contribute with central PM&E team to country reporting obligations including national reports on progress toward the SDGs, toward CRC fulfilment, and toward CEDAW fulfilment.
  • Ensure humanitarian needs assessment, situation analysis and early warning for sudden changes at local level.
  • Provide technical support to generate contextualized analysis of risks and needs that informs the development of DRR programs and local emergency preparedness and response plans.
  • Carry out context analysis and sectoral needs analysis that inform on issues, challenges and bottlenecks affecting children and their families.
  • Support to Country Office and partners providing assistance to use appropriate information for Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, Annual Reports, Emergency Reports, Donor Reports or other FO and CO progress reports.
  • Ensure community participation in monitoring processes and support the collection, analysis and responses to feedback provided by communities.
  • Programme Performance Monitoring:

  • Provide technical support to ensure that the Field Office has quality information to assess progress towards expected results established in annual work plans and contribution plans.
  • Contribute with technical support to regularly monitoring of the progress of PD/SPDs and keep management and program sections informed of the implementation progress and identified obstacles and bottlenecks.
  • Contribute to country office monitoring and reporting, including Sitreps, HPM, HAC and other reports on the humanitarian situation and response as required (e.g. 345W, Interagency reports), ensuring timely and proper information inputs on programmatic performance of field office.
  • Contribute to updating the integrated monitoring system with timely and proper information from local level, and the periodic tracking and analyzing of key annual programme indicators at local level.
  • Carry out data collection and analysis from field visits, standardizing them across programmes, to feed into to programme performance monitoring.
  • Compile monitoring and evaluation information/data and make them available to programme/planning sections. Contribute to the preparation of management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysis of key management indicators. Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or evaluation, including programme's performance, relevance, efficiency, effectiveness, and sustainability; as well as good practices in partnerships and collaborative relationships at field office level.
  • PM&E Capacity Building:

  • Provide technical support to ensure that the planning, monitoring and evaluation capacities of Field Office staff and local partners – government and civil society – are strengthened enabling them to increasingly engage in and lead planning, monitoring and evaluation processes.
  • Under the leadership and coordination of the PM&E team at the central level, strengthen subnational capacities for the generation of evidence (data, research and evaluation), with emphasis on subnational information systems.
  • Promote and provide support to ensure that Field Office staff and local partners are aware of and have access to UNICEF monitoring and evaluation learning resources.

  • University degree in social sciences, development planning, survey implementation, statistical research.
  • A minimum of one year of relevant Professional work experience in programme development and implementation including monitoring and evaluation activities.
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • Experience working within the United Nations System is considered as a strong Asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Ensligh) or a local language is a strong asset.
