The position is located in Caracas, Venezuela and is part of the ILO's Decent Work Technical Support Team and Country Office for the Andean Counties (DWT/CO-Lima) based in Lima (Peru). The DWT/CO-Lima provides high-quality, timely and integrated technical support in the design and implementation of policies to promote decent work and social justice and contributes to capacity building for the formulation of policies and programmes to promote the application of international labour standards, improve working conditions, expand employment opportunities and promote universal coverage of social protection.

The main function of the position is to advise and provide technical assistance to ILO constituents in Venezuela to strengthen and achieve a good functioning of the social dialogue spaces operating in Venezuela, elaborate and apply programmes and tools to strengthen the technical capacity of ILO constituents in Venezuela to plan and develop social dialogue, implement methodologies to build agreements and mechanisms that contribute to their implementation, follow-up and reporting on compliance. He/she will contribute and assist the Government of Venezuela in complying with the recommendations of the ILO Commission of Inquiry, especially related to the application of the Minimum Wage Fixing Methods Convention, 1928 (No. 26), the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87) and the Tripartite Consultation (International Labour Standards) Convention, 1976 (No The incumbent will be responsible for strengthening the positioning of the Office in the spaces of discussion on public policies, norms and decisions related to the mandate of the Office and will facilitate the coordination of actions to be implemented in Venezuela, including development cooperation projects.

The incumbent works under the direct supervision of the Director of DWT/CO-Lima and will receive technical guidance and advice from the Chief of the Freedom of Association Service of the International Labour Standards Department at HQ.
The Senior Specialist will work in collaboration with the other specialists in the DWT/CO team and will be responsible for building and maintaining close collaboration with the UN Resident Coordinator's Office, with other international agencies relevant to the mandate and objective of his/her area of work, as well as with academic and research institutions and development partners that contribute to strengthening work in all areas of the Office's mandate.

Key Duties and Responsibilities:

Plan, manage and coordinate a broad programme of work for the implementation of ILO technical assistance in Venezuela, in particular in follow-up to the agreements made by constituents following the decisions of the ILO Governing Body and recommendations of the standard-setting bodies, through the promotion and facilitation of tripartite social dialogue processes to be carried out in the country, mainly those linked to the implementation of the recommendations of the Commission of Inquiry. Lead work streams/teams related to this work and manage staff and consultants as appropriate.

Lead the design, development, implementation, monitoring and promotion of related programmes, strategies, approaches and policies with a view to strengthening and positioning the Organization's technical leadership in these areas. Leading, managing and coordinating high-level policy and technical advisory and advocacy services at country level to promote the Decent Work Agenda and social justice, promoting the integration of cross-cutting policy thrusts, in particular international labour standards, social dialogue, gender equality and non-discrimination and a just transition to environmentally sustainable economies and societies.

Provide ideological leadership in areas of importance to ILO constituents and other stakeholders, including through the continued strategic positioning of the Organization and its mandate within the UN system. Act as a catalyst for policy formulation on critical issues related to the promotion of decent work across the ILO's strategic objectives and build bridges and synergies between strategic policy areas. Coordinate inter-agency teams/initiatives to ensure policy integration and coherence with the objective of promoting broad programmatic development.

Review and facilitate the strengthening and effective implementation of inclusive institutional, legal and policy frameworks. Provide authoritative policy and technical advice in the area of social dialogue to ILO constituents and other stakeholders with a view to promoting the formulation of inclusive and gender-sensitive policies and programmes and their effective implementation and monitoring for equitable outcomes. Promoting relevant international labour standards.

Support ILO constituents in identifying their needs and provide appropriate technical support, including through comparative policy analysis. Facilitating the effective participation and advocacy role of employers' and workers' organizations in policy formulation and in the implementation and evaluation of decent work programmes and projects.

Provide technical inputs to the design and implementation of Decent Work Country Programmes (DWCPs), as well as to UN and other development cooperation frameworks. Establish and promote training initiatives, plans and actions with a view to ensuring an integrated approach to the implementation of the Decent Work Agenda.

Lead, design and conduct/coordinate innovative and gender-sensitive research, including on emerging/breaking issues, that responds to the evolving needs of ILO constituents and other key stakeholders and positions the ILO at the forefront of research on the world of work/the field of social dialogue for the implementation of standard-setting recommendations and other priority issues on the agenda of ILO constituents in Venezuela.

Develop and lead/coordinate the development of original, evidence-based social dialogue policies, initiatives, strategies and a range of policy and technical knowledge products and tools that respond to constituents' needs and priorities and advance the Decent Work Agenda. Promote and facilitate its dissemination at country and global level. Provide advice and technical support to constituents and other stakeholders on the effective use of these tools. Contribute to Office-wide efforts to analyse, document and disseminate lessons learned and information on innovative practices.

Leading the preparation, revision and quality control of the Office's main reports, publications, documents and other content, in particular those for the Governing Body, the International Labour Conference and regional, sectoral and expert meetings.

Support the strengthening of ILO constituents' capacity to formulate and implement policies and measures and monitor their impact in the area of outcomes achieved through social dialogue in the country, taking into account the need to ensure policy coherence and an integrated approach to decent work. Overseeing the design of learning tools and materials; piloting new orientations; leading or coordinating workshops, meetings and other events, using innovative methods, communication tools and digital platforms. Develop and conduct or implement capacity development programmes and global and/or regional training and knowledge-sharing events, including in collaboration with the International Training Centre of the ILO in Turin (ITC-ILO) and/or other relevant partners, as appropriate.

Seek opportunities for technical and strategic partnerships and collaborative relationships for the benefit of the broad areas of the Decent Work Agenda with traditional and non-traditional partners, entities of the UN system as well as other international organizations, national and regional actors, private institutions, multilateral development banks and academic research institutions, as well as other key stakeholders, with a view to advancing the strategic objectives of the ILO and ensuring policy coherence, design and implementation of the Decent Work Agenda, multilateral development banks and academic research institutions, as well as other key stakeholders, with a view to promoting the ILO's strategic objectives and ensuring policy coherence, joint programme design and implementation, as well as strengthening the influence of the Office's mandate on decisions and policies in line with decent work objectives.

Convene major international or regional meetings and events, in particular with strategic actors, national and international development partners, international financial institutions and multilateral and regional institutions of the UN system and other key stakeholders or organizations, and represent the ILO at these events. As a technical representative of the ILO, play a key role in promoting and advocating for the Decent Work Agenda.

Perform other related duties as assigned.

Required qualifications:

Education:

Advanced university degree (Master's degree or equivalent) in law or political science or other relevant field.

In lieu of an advanced university degree, a first university degree (bachelor's degree or equivalent) in one of the above or related disciplines combined with two additional years of relevant experience in addition to the experience listed below will be accepted.

Experience:

At least ten years of experience in the field of social dialogue linked to the world of work, including experience at international level.

Experience working in the region and with freedom of association issues would be an advantage.

Languages:

An excellent command of Spanish is required. Working knowledge of English would be required.
