United Nations Children's Fund (UNICEF) | Programme Associate (March2019/current)
* Coordination and execution of administrative responsibilities related with facilitate and follow up the implementation of Programme Cooperation Agreements (PCAs) and Work Plans (WPs) with Civil Society Organizations (CSOs), acting as focal point for all programme sections and field offices of CO.
* Technical and administrative support to the Deputy Representative Programme and PME Chief in the execution and follow up of programme implementation regarding to all programme areas in UNICEF Venezuela, working direct crosswise with Budget, S&L, and Resource mobilization sections.
* Preparation of reports, presentations, and executive summaries to management on strategic topics in relation to funds utilization, financial management, KPIs, supplies, implementing partners, agreements, work plans, program documents for internal management meetings and with implementing partners, UN agencies and government counterparts for decision making.
* Analyze and report timely KPIs dashboard of the CO programme for PMT, CMT and several strategic meetings regularly to inform to management the implementation status through implementing partners, associated risks and action plan to be conducted by programme sections.
* Monitoring budgets, financial expenses and inventory to all programme sections, following up the effectiveness in the execution of activities, ensuring compliance with rules and regulations in the use of funds and supplies according to donor's conditions with focus on validity date of grants.
* Lead and design training plans for current and new incumbent programme staff to build capacity on partnership management and knowledge of policies, procedures, internal guidance/framework, SOPs, official templates, and the use of VISION (SAP) transactions in the execution of administrative tasks for the development of programme activities.
* Member of the programme response team to attend the emergency at national level, during the COVID-19 pandemic, responsible of emergency funds implementation through administrative activities to ensure the programme continuity.
* Event management with CSOs, government authorities, high level staff of UNICEF (HQ & LACRO), UN agencies and other international organizations for the implementation of joint programs.
* Provide key information and support during implementation of HACT Assurance Plan as a risk mitigation measure in partnerships framework | Special support to financial assurance activities (spot checks and audits) in collaboration with audit company | Technical guidance to sections during PDs formulation and implementation process, to follow up the action plan of IPs as result/recommendation of HACT Assurance Plan.
* Manage implementing partnerships with CSOs in line with the policy and ensure compliance and quality of PCAs/PDs processes, including registry, monitoring and management of partners in SAP, eTools and UNPP portal / Acting also as the Partnership Review Committee (PRC) secretary for recommendations and report of alerts or risk that may affect the alliance | Capacity building of all types of IPs and UNICEF staff in HACT framework (Face-to-face and remote).
* Manage and mobilize administrative processes with IPs, programme sections and FOs for implementation and efficient use of resources, including verify alignment between CPD, funds reserved for IPs and conditions of grant proposals | Execution of HACT, admin and budget tasks in SAP related to processing of government & NGO’s proposals and requests for Direct Cash Transfers (DCTs).
* Coordination and execution of the mass management process of dispatch supplies orders for development and emergency response to ensure compliance with the supply distribution plan by the programs in response to beneficiary needs, in collaboration with program assistants and S&L | Monitoring and tracking of supplies delivery until destination.
* Coordination and management of S&L processes and HR recruitments to support the response to the programs, managing the entire process, and participating as part of the selection and evaluation team for hiring UNICEF staff, consultants and institutional services.
* Organization, control and management of documents / official records and correspondence of the area in physical and cloud file.

International experience
UNICEF Stretch assignment – Programme Associate, Costa Rica CO | Duration: 6 weeks
* Support education section in implementing partnerships, contracting processes of consultants and institutional services for development of PDs and WPs with CSOs and purchase of supplies ensuring timely response, efficient and properly use of funds according to donor conditions.
* Development of executive report to management with budget/financial status of the programme according to Deputy Programme Representative request.
* Capacity building of implementing partners to improve the correct application of HACT framework.
* Monitoring and reporting KPIs related to programme performance
UNICEF Stretch assignment – Programme Associate, ECA Regional Office Rome | Duration: 3 months
* Follow-up, control and monitoring of use effectively and efficiently the funds and budget management, ensuring UNICEF rules and regulations and donor conditions. Provide procedural, administrative, operational support in developing, implementing, executing and monitoring of programmatic commitments | Direct report to CC a.i. in coordination with ECARO Budget & Finance Officer
* Development of executive report to management budget/financial status | Management of VISION (SAP) transactions for the implementation of funds through DCTs, purchase (S&L), contracts (HR), travel processes, invoice payments (finance focal point), CFS, vendor management, monitoring and adjustment of budgets/grants
* Preparation of training material of administrative and operational processes: duty travel, consultants contracting under the new HR policy (templates to optimize the consultancy evaluation process: written test, interviews, step by step of HR process in ECARO-Italy Regional Hub)
* Monitoring and reporting KPIs related to programme and operations processes to drive more efficient management and accountability for results.
* Management and monitoring of purchasing processes (LVPOs, RFQs, LTAs) in line with the policies and guidance issued by SD and the ECARO Procurement Share Point tool.
* Management of recruitment processes for consultants and UNVs to complete staff of specialists in support of Youth and Adolescent Development and Child Protection programs and Comms section.
